PU Europe co-signs industry letter urging Council to keep Energy Efficiency First principle in EU Climate Law

PU Europe has joined nearly 100 industry leaders and associations in co-signing a joint letter to the Council of the EU, calling for the Energy Efficiency First (EE1st) principle to remain central in the forthcoming EU Climate Law.

The letter raises concern over the latest draft compromise text, which removes explicit references to EE1st. The signatories warn that this change would undermine the EU’s ability to meet its 2040 climate targets, weaken investor confidence, and create inconsistencies with existing legislation.

The European energy efficiency sector currently supports 1.2 million direct jobs, 6.5 million across the wider renovation supply chain, and generates around €150 billion in annual turnover. According to the letter, efficiency measures have already driven a 34% reduction in building emissions since 2005 and delivered substantial household savings.

PU Europe and the other co-signatories urge the Council to maintain explicit references to EE1st in the Climate Law, stressing its importance for ensuring a secure, affordable, competitive, and decarbonised energy system.
